Arthur B. Laffer is the founder and chairman of Laffer Associates, an economic research firm that provides global investment-research services to institutional asset managers, pension funds, financial institutions, and corporations. Since its inception in 1979, the firm’s research has focused on the interconnecting macroeconomic, political and demographic changes affecting global financial markets.
Dr. Laffer’s economic acumen and influence in triggering a world-wide tax-cutting movement in the 1980s have earned him the distinction in many publications as “The Father of Supply-Side Economics.” One of his earliest successes in shaping public policy was his involvement in Proposition 13, the groundbreaking California initiative that drastically cut property taxes in the state in 1978.
Years of experience and success in advising on a governmental level have distinguished Dr. Laffer in the business community as well. He currently sits on the board of directors of several public companies, which include: MPS Group Inc. (MPS) and Oxigene Inc. (OXGN). He also sits on the board of directors or board of advisors of a number of private companies including: Nicholas Applegate Institutional Funds, Retirement Capital Group, Pillar Data Systems, LifePics, Jovian Holdings, Roth Capital, Atrevida Partners, Health Edge Partners, First Q Capital, The Mayfair Group, and Endovascular Instruments. In the past, he has served on the board of directors of: Veolia Environnement, Provide Commerce, Neff Corporation, Petco, Clarcor and Amplicon Financial.
Dr. Laffer is a founding member of the Congressional Policy Advisory Board, a select group of advisors who assist in shaping legislative policies for the 105th, 106th and 107th United States Congress.
Dr. Laffer was a member of President Reagan’s Economic Policy Advisory Board for both of his two terms (1981-1989). He was a member of the Executive Committee of the Reagan/Bush Finance Committee in 1984 and was a founding member of the Reagan Executive Advisory Committee for the presidential race of 1980. He also advised Prime Minister Margaret Thatcher on fiscal policy in the United Kingdom during the 1980s.
He was formerly the Distinguished University Professor at Pepperdine University and a member of the Pepperdine Board of Directors. He also held the status as the Charles B. Thornton Professor of Business Economics at the University of Southern California from 1976 to 1984. He was an Associate Professor of Business Economics at the University of Chicago from 1970 to 1976 and a member of the Chicago faculty from 1967 through 1976.
During the years 1972 to 1977, Dr. Laffer was a consultant to Secretary of the Treasury William Simon, Secretary of Defense Don Rumsfeld and Secretary of the Treasury George Shultz. He was the first to hold the title of Chief Economist at the Office of Management and Budget (OMB) under Mr. Shultz from October 1970 to July 1972.
Dr. Laffer has been widely acknowledged for his economic achievements. Recently he was noted in Time Magazine’s March 29, 1999, cover story “The Century’s Greatest Minds” for inventing the Laffer Curve, which it deemed one of “a few of the advances that powered this extraordinary century”. He was listed in “A Dozen Who Shaped the ’80s,” in the Los Angeles Times on Jan. 1, 1990, and in “A Gallery of the Greatest People Who Influenced Our Daily Business,” in the Wall Street Journal on June 23, 1989. His creation of the Laffer Curve was deemed a “memorable event” in financial history by the Institutional Investor in its July 1992 Silver Anniversary issue, “The Heroes, Villains, Triumphs, Failures and Other Memorable Events.”
The awards that Dr. Laffer has received for his economic work include: two Graham and Dodd Awards from the Financial Analyst Federation for outstanding feature articles published in the Financial Analysts Journal; the Distinguished Service Award by the National Association of Investment Clubs; the Adam Smith Award for his insights and contributions to the Wealth of Nations; and the Daniel Webster Award for public speaking by the International Platform Association. Dr. Laffer also earned the Father of the Year award from the West Coast Father’s Day Committee in 1983.
Dr. Laffer received a B.A. in economics from Yale University in 1963. He received a MBA and a Ph.D. in economics from Stanford University in 1965 and 1972 respectively.

Mr. MacDonald founded Retirement Capital Group, Inc. (RCG) in San Diego in 2003, where he serves as Chief Executive Officer, and Chairman of the Company’s Board of Directors. He also founded Compensation Resource Group (CRG) in 1978. CRG was acquired by a NYSE company in 2000; Mr. MacDonald then presided as President and Chief Executive Officer of the executive benefits division until 2003.
Mr. MacDonald has consulted on executive compensation and benefit issues for more than 25 years for numerous public and privately-held firms across a variety of industries, including a large number of Fortune 500 companies. He wrote a book, Retain Key Executives, published by CCH and has authored numerous articles on the subject of executive compensation and benefits. In addition, Mr. MacDonald has been quoted frequently in The Wall Street Journal, The New York Times, and Bloomberg, as well as in a number of industry trade journals.
A frequent lecturer, Mr. MacDonald has spoken on the subject of compensation and benefit planning to various organizations, including The Conference Board, World-at-Work, Forbes CEO Forum, the Association for Advanced Life Underwriting (AALU), Million Dollar Round Table, and the Young Presidents’ Organization.
Mr. MacDonald serves on the Board of Directors for the San Diego Boy Scouts of America, National Association of Corporate Directors, and the Board of Visitors for the Graziadio School of Business at Pepperdine University. He is also a member of the World Presidents’ Organization, San Diego Harvard Alumni Club, and Financial Executives International.
Mr. MacDonald graduated from Northeastern University, and The President’s Program on Leadership from Harvard Business School.

He also formed Hanover Compression which began as a consolidation of small compression leasing companies and today is a NYSE traded company.

Mr. Dwyer was International Director of Jones Lang LaSalle, the largest real estate firm traded on the New York Stock Exchange. He is a member of the Rhode Island Bar and American Bar Associations. He also devotes time to various charitable organizations in Rhode Island.

Dr. Kirk Andrus grew up in the Salinas Valley, graduated from Dartmouth College in 1972, and received his MD from the University of California at Davis Medical School in 1976. He completed a UCSF Family Practice residency program in 1979 after which he worked as an Emergency Room physician, Family Physician, and Hospitalist. He and his wife Quincy have run a solo practice in Kelseyville, California since 1986.
Active in his profession, Dr. Andrus has served as Chief of Staff at two different hospitals and has been involved in physician leadership activity throughout his career. He is an associate clinical instructor and a member of the University of California at Davis Family Nurse Practitioner program. His community service includes serving as trustee for the local high school and he currently serves as Director of the Lake County Rodeo Association.
While at Dartmouth, Dr. Andrus played rugby and was selected as a member of the U.S. National Team to tour South Africa and Rhodesia in 1978. He refereed and played for a number of years retiring from play in 1994. Since 1979, Dr. Andrus and his family have run a small ranch raising cattle, hay, and horses. He is active in the local business association and Rotary Club.

Chuck Watson is the chairman and a founding partner of Eagle Energy. Chuck's experience includes 13 years at Conoco before he established Natural Gas Clearinghouse in 1985. He led that company for 17 years as it expanded and became Dynegy Inc., a fortune 100 company. Chuck is a Houston real estate and sports entertainment entrepreneur. He is a principal of Caldwell Watson Real Estate Group and recent chairman of the Houston Super Bowl XXXVIII Host Committee. He is an owner of the AHL Houston Aeros hockey franchise and a minority owner and board member of the NFL Houston Texans. He is currently on the board of Baker Hughes and Baylor College of Medicine and is a senior energy adviser for Katzenbach Partners.
Educated in business and economics at Oklahoma State University (OSU), Chuck has served as governor, trustee, and chairman of the OSU Foundation; was inducted into the OSU Alumni Hall of Fame in 1997; and in 2001 received OSU's highest honor of the Henry G. Bennett Award. Chuck served as the citywide chairman of the United Way of the Texas Gulf Coast's fundraising campaign and as chairman of the Alexis de Tocqueville Society campaigns for the United Way. Currently, he serves on the board of Theater Under the Stars, Houston Livestock Show & Rodeo, the Greater Houston Partnership, Houston Arts Fund, and Hobby Center for the Performing Arts. In 2001, Chuck was inducted into the Texas Business Hall of Fame and was named a "Master Entrepreneur" by Ernst & Young
